Hazardous Substances Committee

Appointed by the Provost

The Hazardous Substances Committee recommends policies for the use, storage and disposal of toxic substances and, monitors implementation of and compliance with the Chemical Hygiene Plan.  The Chemical Hygiene Plan is available from the web page of the Office of Environmental Health and Safety (EH&S) and is the full statement of university campus policy and procedures for handling toxic substances and laboratory safety.

As noted in the Chemical Hygiene Plan, substances defined by OSHA (29 CFR 1910.1450) as “Particularly Hazardous Substances” require advance coordination with EH&S and a must have a laboratory/research specific Standard Operating Procedure (SOP).  The laboratory/research specific SOP must be approved in writing by the Hazardous Substances Committee prior to the acquisition, receipt, storage or use of any Particularly Hazardous Substances.

The Hazardous Substances Committee meets monthly. Since the Hazardous Substances Committee cannot approve laboratory/research specific SOP’s for Particularly Hazardous Substances without a quorum of the voting members present, meetings are occasionally rescheduled. Contact the Hazardous Substances Committee chairperson to confirm the meeting date for laboratory/research specific SOP submission. Laboratory/research specific SOP’s for Particularly Hazardous Substances must be submitted at least ten (10) working days prior to the meeting.

The committee shall maintain minutes and prepare an annual report on the status of implementation actions and compliance with the Chemical Hygiene Plan.  Copies of meeting minutes and the annual report will be forwarded to the Provost and the chairperson of the Health and Occupational Safety Council no later than August 1st each year.

Membership consists of one faculty representative from the Departments of Biological Sciences, Chemical Engineering, Chemistry and Biochemistry, Fine Arts, Physics, Poultry Science; one faculty representative from the College of Engineering; one graduate student; the vice chancellor for Research and Innovation; the director of Research Integrity and Compliance; the manager of Environmental Health & Safety; the Chemical Hygiene Officer; and the assistant Chemical Hygiene Officer.

The provost will designate a chairperson from the committee members and may appoint additional members, as appropriate.
